This portal consolidates information that States have shared publicly about their domestic processes for the review of weapons, means and methods of warfare for compatibility with international law. The portal also organises and presents a variety of resources relating to the legal review process generally.
The purpose of the Portal is to provide transparency of national policies and strategies, share information of existing practice and lessons learned with a focus on new and emerging technologies. The Portal constitutes a voluntary exchange of information that respects States’ national security and confidentiality considerations. The Portal focuses on the legal review process, rather than lawfulness or otherwise of specific weapons, means or methods of warfare.
The portal contains contributions from a number of experts, summarising the practice of states and providing insights into the review of capabilities relying on emerging technologies. The development of the portal is led by a group of editors.
We welcome feedback on the portal by email (gro.slipa@ofni) or via a dedicated online form (accessible here).
